PROJECT SUMMARY
Name of the Project : HPN – Child Development Foundation
Goal of the Project : To provide resources for education of the under-privileged children of the rural Nepal ( Mainly the Maoist Affected Region)
Project Location : Kathmandu
Target Population : Children (age 8-16) approximately 75 in number every year
Methodology : A Child Development Foundation for the children of Maoist affected areas shall be managed by Helping Point Nepal in order to provide overall socio-economic facilities.
Impact : Ultimately, the project shall help in raising the living standard of the children and securing their future. It shall help in increasing the literacy rate of Nation and increase their participation in the development .
Evaluation: An evaluation workshop will be conducted at the end of the every academic year. This workshop will help to evaluate the knowledge, attitude and behavior changes and to assess the impact of the project.
Tentative Budget : NRs. 38,70,000. (US$= 49400.05) in the first year.
NEED OF PROJECT
Introduction:
HPN Child Development Foundation (CDF) is a flagship program going to be conducted by Helping Point Nepal. Its main goal is to provide quality education with hostel facilities to the under privileged children of rural Nepal most of which will be from maoist affected areas.
With approximately 200 volunteers through out the country, HPN is a government registered NGO working for the welfare of children and women in Nepal since 1997. It has conducted various community based programs in order to increase the living standard of the women and children of rural areas. HPN Child Support Center shall be a project mainly for the children who have been affected by maoist insurgency since 1996 AD. It is the high time to envision this project as there is a temporary ceasefire from both the government and maoist side.
According to the nation figure, most of the children of the maoist affected areas have been homeless, orphans, street children and domestic servants due to the causes of their parents death, harashment of the maoist activities. They have not been able to go to school because of the threat by maoist. Most of the schools have been closed due to which they have been forced to leave their home or to join them in their insurgency. As to support to those victimized children, HPN Child Development Foundation shall play a significant role to provide socio-economic facilities, raise their living standard and ultimately securing their human rights.

Child labour in Nepal
- About 60,000 children are working as domestic servants.
- About 22,000 are working as domestic servants in Kathmandu Metropolis only.
- About 42,000 children are being use for transportation, construction of buildings, and working in the factories.
- About 3,900 children are working as porters.
- About 4,000 children on their living by collecting plastic, metal and bottles from the garbage dumping sides, river banks and the corners of the street.
- About 17,000 children are working in farms, tea stalls, hotels, carpet factories, stone-mines and house holds.
- About 5,000 children has became homeless, orphans after the maoist insurgency in the year 1996AD.
The above mentioned data clearly visualizes the critical condition of the children in Nepal. So, HPN support center shall help in minimizing the child labour in Nepal to some extent.
PROJECT DESCRIPTION
Overall Goal
The overall goal of the programme is to provide resource for quality education to the needy children of rural Nepal.
Target Population:
HPN Child Development Foundation is geared to support to the children of rural Nepal, mainly the Maoist affected region. It shall provide the quality education with full socio-economic facilities. The target will be as follows:
- To improve the living standard of the children by providing quality education.
- To secure their human rights.
- To help the country in Nation Building by increasing their participation in its development.
HPN work is usually carried out in collaboration with local NGOs and INGOs. HPN has a deep interest in the problems of children. It has generally sought to secure more equal employment opportunities after providing quality education to them. It shall minimized the child labour in Nepal.

Specific Objectives:
- To established Child Development Foundation with full facilities.
- To motivate children for education.
- To raise the living standard of the children
- To secure the human rights of the children.
Output
It is the first HPN project in Nepal so we hope that more than 75 children will be benefited each year after getting the quality education from the various schools of the Kathmandu valley (Capital of Nepal).
Strategies
- The implementation organization will be the Helping Point Nepal, Kathmandu.
- The HPN shall obtain financial support for technical assistance as well as monetary fund .
- The children will be collected from the various Maoist affected areas based upon their economic standard, strength of suffering recommended by the respective Executive Officer of the village and Chief district Officer of the respective district.
- A building (two flats) shall be taken in rent.
- A separate co-ordinator will be appointed as to run the project.
- HPN executive board and main contributor shall decide the financial budget and other related decisions, which may come along during the project period.
- Main contributor shall be regarded as the patron of the project.
- The scholarship will be provided to every students for the accommodation, lodging & fooding cum tuition fees including education materials, text books, stationary, school dress etc.
Staffing:
Co-ordinator appointed by the HPN executive committee will be the overall incharge of this center. The needy staff will be appointed as per the need of the center.
Evaluation:
Participatory approach is the reliable approach for monitoring Evaluation and reporting This organization co-ordinate with donors and target people for this responsibility. Plan of monitoring and evaluation will be prepared in a standard format.
An evaluation workshop will be conducted at the end of the programmed every year. There will be one format incorporated in the project for pre, ongoing and post evaluation.
Reporting
The task force will identity strengths, limitations potentials and challenges. All the information and data will be included in a report. A compiled report will be prepared and submitted to concern agencies. We have monthly internal reporting system basically .

Introduction of Implementing Organization
Background
Helping Point Nepal is the government registered non-governmental organization established under the law of Nepal in the year 1997. It has the prime objective of improving the living standard of child and women in Nepal. With this objective, it has now aim to provide quality education to the needy children around the country.
HPN now has come a long way from its inception and the organization is moving in a very positive direction. It shall now consolidate its position as one of the prestigious social organization with the initiation of HPN Child Development Foundation in the near future. It will mobilize its member around the country to attain its cherished goals.
Several members of HPN inside and outside the country have devoted a lot of time and energy, apart from monetary contributions, to help the HPN in carrying out child and women related social activities.
This organization has the belief of fostering fraternity and respect for each other's strength and abilities. Promoting a sense of child right among the HPN members and the society is one of the major purposes behind the establishment of HPN Child Development Foundation.
